Not always, Clear... There are characters, who isn't a tsundere or hot blooded. Let's take as a sample UtaPri's Ittoki Otoya. D'awwww so cute!! <3

Ittoki Otoya is more of the cheerful/hyperactive character archetype, anyways.
I think he has a minor role in Baka to Test to Shokanjuu as well. Kubo, I believe the name was. Glasses, TvTropes defines him as Straight Gay.

Ittoki's character sounds more like Shouta to me.
