For obvious reasons it's hard to say anything about other second vision titles at the moment.

Throwing a vote in the no section.  Dearly Stars just doesn't look that interesting of a purchase or worth buying a DS for.  Depending on what the other second vision titles turn up as, it might be worthwhile purchasing those but time will tell.

It really depends XDD

1) I'd buy the DS game if it wasn't so expensive and I wasn't saving up for a console for the first game (but, basically, when I have the money to, YES)
2) If the 2nd Vision iM@S is for the PS3, a thousand times yes. If it's just for the 360...ehh, hopefully I'll have one by then, so probably.

and, to azuyuki, this game is pretty easy to play without knowledge of Japanese. There's a site with all the commu-answers, if you still want to do those...

That's why I said probably. I remember my emulator crashed when I tried playing on it the JP version of Endless Frontier.

Especially you have 2 ARM cores to emulate on a single x86 CPU/Core, if I'm right about how the DS is organized in terms of hardware.
