There's quite a few factors that stopped Namco from localizing it.  Getting the cast back together for all the new stuff, printing copies of a game that many already own, etc.
Note that they were a bit smarter this time and didn't release Graces yet.  Cross your fingers for Graces F.

They already said that they have no plans for localizing Graces F. It's like Namco of America think they can only sell Tekken to westerners.

In attempt to change the topic, I wonder what groups everyone is going to produce when this games comes out. The ryuugu komachi group essentially sabotages my go to team of Iori, Yukiho, and Makot, but I do hav a another pair I frequent to use. I used them to a two Idol unit, Chihaya and Ami. For Im@s 2, That means I would be producing Chihaya, Mami, and one other. I wonder who I should add to my dynamic duo. I think I'll give Takane a run.

Even though they took Ritsuko (no more dream trio of Haruka/Ami/Ritsuko XD), it doesn't interfere with the first idol group I'd produce; Haruka, Mami, and Takane~
