That's a pretty exaggerated way of stating things.
Setting? All games seem to have the same setting. They just happen to take part in different situations (what I meant by storyline). 360 playing a producer-idol route straight, SP with a producer-idol-rival route, DS with the idol route.
With regards to the character stereotypes, not every character is suited for everyone's taste. Or some people going through a deconstructed life of an idol and her (or his (Ryo)) life as an idol.
It's all in your opinion, so yeah.

This is just me, but I prefer he doesn't come back. Not with the same personality I've figured out about him, at least. :/

Kuroi would, wouldn't he?
Well, he's the antagonist well designed so he tries everyone's nerves a bit so hey. Him coming back would motivate you to raise your idols better to beat him again XD
Though, you'd have 3 people that were behind the scenes of his madness on your side.

Thing with Kuroi is, as you play SP you realize he really isn't the huge, ominous antagonist they promoted him to be, and instead ends up being just another small bump on the long road to <s>hell</s> stardom.
So he has potential to get bigger and start kicking more ass.
With, dunno, 覇王エンジェル by his side maybe. After all, they ARE the strongest NPC unit in Arcadem@s...
(Speaking of which, yeah, I recently started playing Arcade. A big money sink too.)
