Well since the tentative title is idolmaster 2, I guess everybody is comming back. It will probably revolve more around the Ai, Ryo, and Eri. I hope the story will be about them getting into 765 so that the others will be playable as well.

I'm pretty sure they said that the 961 idols would be in it, back when they just started '2nd Vision' stuff as a whole. Like, 98.4% sure. They had a live, and a believe they announced it then.

I probably missed that, but the closest thing that proves Hibiki and Takane in it is the storyline of 2nd Vision. *coughDearlyStarscough*
