I have had both Asian English and Japanese versions of Tales of Vesperia, and there's no rating on the Asia version. There is on the Japanese version. They both have the same box art, except the Asia game's in English, with a bilingual manual.

I can't actually find anything to support your claim here. There's no available Asia version of L4U on Play-Asia, yet there is for iM@S2. That's one sign at least, since Play-Asia typically overprice their Asian version games and make a killing. Why didn't they do that for L4U, when it was released into Asia but outside of Japan?
Anyway, my point is, if iM@S2 is having a proper release (and not just excess stock being dumped outside of Japan), I still have to wonder whether it will end up getting an English manual of some kind.

Because it's already out of print. Play-Asia used to carry L4U at the same price as iMAS2 right now.
The level of localisation for Asian markets varies from game to game, even within the same company.
For your reference, my Asian copy of Super Street Fighter IV clearly has Capcom Taiwan printed on the back of the limited edition box, but the CERO C rating on the front.
With regards to Tales of Vesperia, it could be that perhaps your Asian version is a re-branded NA version.
