L4U's Japanese version is available on the HK store. I don't know if you can buy Games on Demand games outside of this area, but I know that you can't with Games on Demand titles from the Japanese store, unless you're inside Japan.
I'm still pretty sure there's no retail version of L4U outside of Japan, your friends must have purchased the Japanese version.

Yeah, go ahead, trust GameFAQs over someone who actually lives in Asia on this. Why not?
Look, buddy, I don't know how much clearer I can make this to you, the Asian branch of Bandai Namco Games Inc/Holdings (they do have an office here in Singapore, and last I checked, Singapore is located in South-East Asia... which I think counts as an Asian territory) distributed an Asian version of L4U to a bunch of major electronics/games retailers (the equivalent of Best Buy) here in Singapore (again, Asia), and this Asian copy was sold at a fraction of the price of the Japanese version. I seriously do not know how much clearer I can make this to you.
I imported the Japanese version from Play-Asia, only to find out later that I could pick up the game from major retailers everwhere at a lower price.
That said, there is virtually no difference between the Asian and Japanese copies of L4U. Not even in the box-art or anything (I think). It's essentially the Japanese version sold in Asian territories at our typical MSRP, which is significantly lower than JP retail prices, and slightly lower than NA ones.
Before you go "see, so then it's the Japanese version", know that the "Asian" versions of about 90% of the videogames sold in Asian territories are the exact same US/JP versions, with the exact same boxes and everything, but imported and sold here at a lower price. Only about 10% of the videogames sold in Asia have slightly different packaging/contents than the US/JP versions.

The Asian version cannot have a CERO label as there is no CERO divisions outside of Japan.
I have had both Asian English and Japanese versions of Tales of Vesperia, and there's no rating on the Asia version. There is on the Japanese version. They both have the same box art, except the Asia game's in English, with a bilingual manual.
I also have the Asia version of Lost Planet 2, which has an English manual, despite having Japanese box art. Has "Made in Singapore" on it.
Vesperia, a game also by Namco Bandai and released 6 months prior to L4U, would probably have been localized in the same manner. No CERO rating.
I can't actually find anything to support your claim here. There's no available Asia version of L4U on Play-Asia, yet there is for iM@S2. That's one sign at least, since Play-Asia typically overprice their Asian version games and make a killing. Why didn't they do that for L4U, when it was released into Asia but outside of Japan?
Anyway, my point is, if iM@S2 is having a proper release (and not just excess stock being dumped outside of Japan), I still have to wonder whether it will end up getting an English manual of some kind.
