L4U's Japanese version is available on the HK store. I don't know if you can buy Games on Demand games outside of this area, but I know that you can't with Games on Demand titles from the Japanese store, unless you're inside Japan.
I'm still pretty sure there's no retail version of L4U outside of Japan, your friends must have purchased the Japanese version.
