You can set it manually in your preferences.
Hit the "Profile" link at the top, "Look and Layout Preferences" on the left menu, and look for "Use Quick Reply on topic display".

Catrican-chan:
Yep, you don't just see Quick Reply, you need to make it appear in your profile settings.
