Would it work the way like in the old forum, or will previously said scenario take place here?

Not implemented yet, but it basically picks a picture at random out of a list. Since there's only one 640x100 banner it's not exactly useful at the moment; I implemented it in case there's more than one, for instance h4's big banners.
So, small banners (current one's style) or big banners (example)?

This is just me, but I don't find the big ones likable. Will go with the former.

Well, they can be changed of course, I'm speaking about the style, i.e whether it's better to have a banner or a single picture filling the header box.
