It could be, but that'll be illegal regardless if you own the game or not.
Everyone that's been telling you it's legal if you own the game is lying, you're not even allowed to have a "back up".

In some countries, it is legal to have a game backup. As far as in the US, it is legal. Same goes for Canada.
