like suika said, all HDD's work with each other, any HDD will work on any console, except you might have to change the language to match the console due to annoying text glitches.
(I had a US xbox with 60 GB HDD just swapped the HDD i used to my JPN arcade one, works fine)
if you want DLC you also have to make a JPN xbox live account along with you registered in a valid address in japan. you also need to buy JPN microsoft points, which are very expensive. ($60 for 3500 msp)
you also might need a lot of HDD space, because one stage outfit takes up to around 200-500 mb.
you can basically have a JPN account for im@s DLC and your other account for gaming, as long as the users are all on the same HDD they can all use the addon; except for arcade games.

if you previously own a 360 console under your country name, just swap the HDD.
but if your getting a 360 for the first time ever, yeah just get the pro.

Under local legislation I can only import goods tax-free within a $300 price limit. So it appears that only Arcade fits this category. Then I'll have to get a power unit and a HDD separately. The total would seem to be $290+200+100+100=690. As for MS points I think they'll also ne necessary once I get the console itself.
At the moment I have $500+300 on my account but that's all I have left. Say, today I went to the eye doctor in my continuous attempts to improve my eyesight. They recommended a laser surgery which would deal with my shortsightedness and also help treat the consequences of the trauma I had back when I was a little kid. The operation was pretty painful as they tend to be but it was successful, and my eyesight is improving now. But the doctor recommends to avoid using PC for a few days, so I let you know I can be out of touch for some time.
Also, this medical service cost me 2k dollars, the price of a decent HDTV. So you can see that if you have any kind of health issues your bank account can reach zero values within a few days no matter how much it deposed there.
