No, Sanae Kochiya appears in Mountain of Faith, released in 2007
Chihaya has been with us since 2005
Also, originally, Sanae has green hair, in accordance to her being a wind-elemental miko
That picture you linked to could very well be Chihaya in Sanae's clothes
