Need some help for a friend

So she just got OFA and it's the best version but we can't figure out if theres a code for the first catalog or if it's allready in the game

I'm pretty sure it's already in the game, so she just need to download the catalog. She most likely need to have a Japanese PSN account if she wants to buy DLC content.

The code that came when the game first got released is for obtaining new cards for the CG/ML game.  So, I don't think the best version has those codes.

There is no code for 1st catalog.  Like Chococats said, she will need to create a JP PSN account and put money on it (most people use JP PSN cards) to buy DLC catalogs including the first one.
