As an offline dictionary I use the free android app Japanese. It also let's you bookmark words and add notes to them. I use that feature to add them to anki later and still know where is saw them to add that sentence to anki as well as an example usage for the word.

It seems that you left out the built in dictionary in Mac OS X as Apple has a Japanese/English dictionary and a Japanese dictionary built into the operating system since Leopard (Mountain Lion and later has The Wisdom English-Japanese Dictionary and Super Daijirin Japanese Dictionary), but they need to be enabled. The same with iOS devices.



(Note: 英辞郎, Eijiro is a English to Japanese dictionary, not an Japanese to English dictionary as they don't appear to have that out yet and it's not free. It's only useful for looking up the Japanese word from an English word and it provides more examples than Wisdom. They offer versions for various operating systems and electronic dictionaries.).

FYI, you don't need to install additional software to type Japanese since it's built into the operating system in most cases. I have the steps how to enable IMEs for OS X and Windows at my Practicing Japanese from Video Games wiki: http://gamewiki.ateliershiori.moe/doku.php?id=wiki:enabling_ime
