You can buy/get all the licenses you want, but if you don't actually download the full catalog (which is free), you won't be able to have the item to access (simply because the data for that item isn't there).
It's not a matter for OFA (as far as I can tell), but iM@S2 might have producer rank requirements if my mind serves correctly.
I'll be picking up Ruby myself once it comes, however I dislike May's redesign with a burning passion, so I'll be playing the male character this time...
In any case, welcome back to the forums, it's nice to see more Ritsuko fans exist.

oh no I didn't download the entire catalog! You have to download the entire catalog even though you want say just one thing from the catalog right? In my case my first priority is just buying songs, and maybe the main outfit if I like it enough. Ritsuko is my queen I love her to death. ;-)

The info for that is made up correct?

Yeah you need to buy a PSN card with yen on it, the best place for that is play-asia.com; you can either get the cards sent to you physically or the codes e-mailed to you almost immediately, though I really wouldn't see the point in having it mailed to you unless its some kinda of limited edition card with a nice design. As far as making the account, the only thing really made up is country of residence, prefecture, street address, and zip code. The e-mail needs to be real and not the same as the e-mail you used you your US PSN account. I guess you could lie about age, gender, name, etc. if you wanted to, but you don't have to.
This is the guide I used to make my Japanese PSN account http://kotaku.com/5982662/how-to-make-a-japanese-psn-account-on-the-new-psn-and-how-to-navigate-the-store (yeah I know a lot of people hate kotaku, but this guide worked fine for me.) According to what I could find the easiest way to redeem a JP PSN card is to go to psn>account management>second option while signed into your japanese account. Although I know theres a way to do it from in the PSN store too. (which is probably super easy if you actually know Japanese, but I don't)

Oh yeah also I used this site to look up Japanese zipcodes. http://homepage1.nifty.com/tabotabo/pzips/jp_post_zip.htm I just picked a completely random one and used that, then it filled out the rest of the form and everything worked fine.
