Interestingly, the wikipedia page for Dearly Stars writes it as Ryō... But they have a weird system of romanizations.
And regarding SprouT, I think that's a little different than FULL CAPS LOCK. It could go either way though, I just think the non-caps are less eye searing.

What about Ramune Iro Seishun as well? Should we keep it or use Ramuneiro Seishun like the other iro's?

That's actually the correct Hepburn romanization. Wrting it as Ryou is just because it's a pain to write ō.
