Yup, I can definitely say this was done with console modding.

Modding is when you modify a console or PC (hence the name) so that you can do things in games that would otherwise be impossible such as reaching unfinished areas, bringing in unused data into the actual game or, if you're creative, make your own content into the game, such as costumes, levels, and even characters!
