So the skirt wings are almost complete.
I first started by making a shell out of stiff interfacing.

Once the shell is complete, I draped the black sequin dot fabric over it.

I sewed in the darts in trimmed the excess around the inner shell. Then I carefully glued this fabric to the shell and basted around the edges.

I carefully worked in the lining, giving the fabric some space to bunch a bit so when I'm wearing it it will be comfortable. (Think the same way the lining is 'bagged' in a jacket)

I repeated this process for the 'belt' part and then added a gold bias tape all the way around the edge:
