From what I can tell, the block applies to anyone inside NA.
I can watch all youtube content (at least as of right now) so it looks like that for whatever reason they believe that people in NA aren't their audience. I wonder how much of Europe is influenced though.

Just bear in mind this is a notice in regards with known blocks/bans on youtube as well as other sites.
As much as we'd like to discuss the reasons behind them, that would be best served in another section of the board (probably off topic) just to keep clutter down.
