I believed in this from the start. Simply adding more female rivals would've simply made all fans just want them to join 765. Though, Leon, I guess, is an exception because she is canonically too popular to pull a Project Fairy.

I was thinking because Leon wouldn't fit in 765 since she's has much more experience. I mean, she's already a top idol (from America) who's "over ranked" when the game begins. Thus, she served not only as a rival, but also as a mentor by helping the idols out with their problems. Even Chihaya call her Sensei at the ending of her EX episodes, which shows Leon's status (and helpfulness) even though the 765 have become top idols in the end.
So, it would seem kind of strange to see Leon's status lowered to the same level as the 765 idols (rookie status) if she were to join 765.

That I don't know, I hope it's voiced by the OLD seiyuu but the whole cast so far is all male. So, will Ryo be an exception or not? We'll just have to wait and see.
