"-ssi" is a Korean honorific kinda like "-san" in Japanese. When attached to a person's first name, it is considered polite and respectful, but when attached to a last name, it connotes that you think of yourself as higher in rank than the other and is considered very rude (which is why Soumin addresses Ritsuko as "Akizuki-ssi"--she wants to show Ritsuko that she thinks of herself as better than Ritsuko and intends to sound rude).
