Question, how does one access the additional five idol levels (up to 40) once purchasing the story DLCs? Do you need to beat each individual DLC route to unlock them, or?

It's the internet. There will be complaints. And honestly, I strongly dislike almost every single extend in OFA so far. To me the designs are highly unappealing and unflattering. Additionally, they don't feel idol-like to me, if that makes sense. Just holding out hoping they will release something I like. Better ML/CG characters, a wedding dress, Kotori...Actually, all I want is Kotori.
Yes, once you beat the last event (#4) the max level is increased. But after the first event you can do an S rank up fes, you'll also get 20 SP for that and unlock the new skills. Btw: there are not enough SP to get all the skills at lvl 40, you'd need 20 more.
