The point here is that they are all costumes from the EX episodes DLC and they can usually only be used for solo songs.

To do it with other costumes you need to beat the IE with an idol and then the last option on the second options page turns from "???" to something, activate this setting and you can set the costumes per idol.

The Burst will be the normal one, because the Ultimate Burst only works with the Solo song.
you can't even use the ultimate burst if you use , let'S say chihaya, singing shizuka na yoru in her solo costume
because the ultimate burst is strictly tied to saihyou
