Actually, yes. Sonic Generations was developed right after Sonic Unleashed in 2008 and was released in 2011, Super Smash Bros. on Wii U/3DS was in development since right after Kid Icaurs Uprising was released in early 2012 with both coming out this year, Kirby's Return to Dreamland was in development since, technically, 2005 and came out in 2011. I say 2-3 years as iM@S PS4 is in the earliest possible stage of game development.

I should have added Nintendo in the exceptions list, but haven't most of the recent Sonic games been developed in the west? I know for sure that a couple of westerners penned the script for Generations.

The main Sonic games, to my knowledge, are developed in Japan in terms of overall gameplay. Scriptwriting I know is done in the West and the games are always released here first. Although the alternate continuity, Sonic Boom, IS being developed purely in the West, so there's that.
