13:00 is when the event starts in Japan, so I think you'll have to do a conversion of some sort.

Are you logged in?
For me is says "Starts: 07:00" and my timezone is -6 from JST.
The countdown says "Starts in 1 day(s) 12 hour(s) 1 minute(s)." from now.
I don't have the subscription there. Do i have to buy it to see it live?
Isn't it region-locked? (some videos on niconico are!)

i am logged in, though my time zone on nico nico was set to japan. I changed my time zone now but it still says 13:00. Oh well, as long as i know it's japan time it's fine. Since i have 7 hours compared to Japan... nope, got getting up at 6:00 in the morning.

Uh, maybe for those who don't know what time shift on NicoNico is...
There should be a button somewhere at the top that says タイムシフト予約. In order to view something at a different time than when the stream airs, you have to reserve a time shift for that specfic event. Once you do it, you can come back again and view it later, but it will only be up for so long. So yeah, if it airs at some really bad time for you, you can still watch it. You just won't be able to comment or anything... though for what it's worth, you might be able to get on at a time when less people are watching, and not have to get the low quality vid.
As far as whether or not it's region locked, or if you need premium... well, that button shouldn't appear if you can't. I think. There's ways to hide your IP address though.

By now Bandai is my favorite publisher (not just for because of imas, but other games as well, such as the Tales series), so i guess it will be worth watching
