First of all, this isn't the final result, it's taken 1 minute before the voting end, so the winner is not certain yet.
As for Elena and Kotoha, they refer to each other as their best friend in the event long time ago, in fact, I'm pretty sure Megumi is a later addition to the group. beside the three refer to each other often in event dialogue.
About Megumi appearance in the manga, Monji or Gessan-P (the editor for the manga) said on twitter that they plan to debut Megumi a chapter after the special episode but the voting result change that.

So some pretty big news.
The original Million Live GREE app is shutting down.
Do note that this does not mean Million Live as a whole is being shut down/cancelled. Theater Days will remain active.
But the original GREE app for Million Live is shutting down and will terminate by the end of 2017. Theater Days will be ML's main form of new content.
