Probably because Haruka was the promotion card for Shiny Festa. There's really no rhyme or reason as two why Chihaya and Miki were picked and not her. Not too big a deal, tbh.

First set of duets are Haruka/Mirai, Yayoi/Kana, and Anna/Yuriko. Releases begin September 30th with a new theme song.
