How are people posting pictures in the Character Topics?

Not sure if this is the right place to ask.

Anyways, How are people posting pictures in the Character Topics?  Are they using the attachment?  Because everytime I use the attachment to attach a picture, the next screen says error even though the picture is below 192 KB.

They probably upload to an external image hosting service (imageshack, imgur, there are plenty), then use the img tag.

EDIT: The img tag just displays the picture at a given URL. Say you have a picture at http://www.project-imas.com/w/imaswiki-logo.png; use the following to display it.
