You're right. As mentioned in the wiki, it's Akira Kushida.

He also plays Yakinikuman in episode 7 of the anime. Yakinikuman is a TV character who seems to be a mix of Kinnikuman and Anpanman that Hibiki and Yayoi's siblings seem to like. The Rem@ser-A version of the song also starts playing for a bit when they watch it.

Ami/Mami calls out Yakinikuman's name during this version of the song just before he starts singing. I think it's pretty cool that they brought back the same character/VA combo for the anime.
