I have no idea, but if it's pre-2nd Vision, I'm gonna go out and guess it's Jun'ichiro (His VA not being in-voice).

It's a very humorous version of the song.  They probably chose whoever would make the duet sound the most over the top.  If it's Jun'ichiro's VA, he's really good at changing his voice.  Those voice actors are talented.

Is that the tokusatsu-style cover?  I wouldn't be surprised if it was a famous tokusatsu actor.

Could be.  I'm not very familiar with tokusatsu though.
