I have no idea, but if it's pre-2nd Vision, I'm gonna go out and guess it's Jun'ichiro (His VA not being in-voice).

It's a very humorous version of the song.  They probably chose whoever would make the duet sound the most over the top.  If it's Jun'ichiro's VA, he's really good at changing his voice.  Those voice actors are talented.

You're right. As mentioned in the wiki, it's Akira Kushida.

He also plays Yakinikuman in episode 7 of the anime. Yakinikuman is a TV character who seems to be a mix of Kinnikuman and Anpanman that Hibiki and Yayoi's siblings seem to like. The Rem@ser-A version of the song also starts playing for a bit when they watch it.

Ami/Mami calls out Yakinikuman's name during this version of the song just before he starts singing. I think it's pretty cool that they brought back the same character/VA combo for the anime.
