If you open the menu and go to the Album, (3rd row,1st column)...theres...
fourteen character icons instead of the usual 13. Maybe Kotori is DLC?

Well, Kotori does appear in your album, but she is not a character that you can produce. I'm not certain, mainly because I can't understand Japanese, but, she will appear in your album depending upon the progress of your idols. I got an album scene with her when my idol reached a certain number of fans(?) I think.
