You are correct about the size change. Hibiki's breasts went from 86cm to 83cm. The belief was that Studio 961 had lied about her bust size. Also, a silly coincidence is that there is a official DLC video for SP which at one point shows Miki checking out Hibiki. It's nuts.

It's always Miki's fault. :P While I don't understand the language, I think she also "helped" Hibiki with her costume on Hibiki's Master Artist 2 CD.
Still can't find the comic- too bad. Maybe I saw it on this site?
