Cinderella Girls is accessed via mobile web, not an app download.  You're able to play regardless of region, though you'll need a valid Japanese phone number to access some parts of the game.  Otherwise, you're free to play as long as you have a mobile device (iPad counts).

(Hopefully) one last question: According to the wiki, I am supposed to "train away" idols of my motif (Passion)
 or I'll be at a severe disadvantage. I just levelled up... am I screwed? I don't... really know what is going on as I just pressed the only button available but I still have my original idol (Mio Honda, just fused her with another Mio Honda ((lol)) and got a star-2 Mio Honda.) and Yukiho so I'm assuming that this only matters once you're through the tutorial? And how do I log out?

Maybe you've just gone through the regular tutorial. It'll show you how to do jobs, lesson, upgrade, gacha, and battle. You really can't do anything but what they tell you to do in the tutorial... and you should level once I think. Once you're out of the tutorial, everything's like normal.

You really can't mess up unless you accidentally get rid of an idol you want to keep... or unless you set your stat points wrong, as you can't go back and change them.

Also, the server gives you a few browser cookies when you authenticate yourself - if you keep the cookies, you'll auto-logon again. If you want the logon prompt again, delete all your sp.pf.mbga.jp and sp.mbga.jp cookies.

The tutorial isn't very good at explaining what you should do, so here's some things to note:
1. Level ups refill stamina and attack/defense points.
2. You won't be able to trade/gift/claim anything good unless you are verified due to the lockdown.
3. Max out levels/affection before merging good cards to improve the attack/defense to cost ratio.
4. Save rare cards with skills to use on R+/SR+ cards to level up skills.
5. Join a good production. It's practically required.
6. Get verified.

Okay... so... did I just show up at the worst possible time? Is there no way for anyone to gift me things? D: I am pretty sure I am doing terrible... At least I've figured out how the train away thing works, so I didn't accidently toss out Yukiho... But I don't have any other Rares, just Normal+'s. To compensate I've invested most of my stats (Like, 15 of them) into Stamina. Should I add more into attack and defence now? I know the wiki says you want to have equal attack cost and attack points but I can't find the cost anywhere.

I feel uncomfortable calling it an idolm@ster game even because it's not. It's a card game. It's a virtual pokemon game..."Gotta catch 'em all" sorta thing.

I don't agree with the Pokemon comparison, which I see at least one commenter on those articles has also made.  Once you buy a cartridge, you can make as many tries to catch whatever you want at no additional cost.  The only thing you are wasting is time.  Also, all of the DLC, if one can call it that, is completely free.  The flash game website that goes with the current generation is also free.
