To me it seems there's no definite rhyme or reason as to when or what kind of cards an idol gets. Popular idols do tend to get cards sooner and they tend to be S Rares, rather than Normals or Rares. Outside of popularity, there's no real pattern I don't think. Preferably idols who haven't gotten new cards in awhile should get new cards but the devs can do whatever they want lol
If you're interested in knowing, these idols have yet to get S Rare cards.

Oh, that's right, Anastasia only led in the early results and then she did get something else recently. It was probably just a premium gacha thing. My memory is faulty.
