iM@S2 Chihaya doesn't fit in that well with the iM@S1 Haruka, Miki and Azusa, though it'll work just fine with Hibiki and Takane.

Thought so too...haruka-chan's not that much different other than her swimsuit design..but why did they just now release them?

Maybe they are releasing it slowly to go easy on your wallets? If they released all 13 idols + Kotori at one shot, it would easily cost 1k+ for those who want to collect everything.
Brilliant Stage figures are also following this pattern.
