Actually, I've had a discussion with a figure skater (not quite the same but surprisingly similar principles) and we were discussing how viable it was. (Since my brain was sort of trying to figure out what it saw.)
Essentially it went down to making sure the skates in question have locks on the front and the back, locking them really, really well (with glue or otherwise jamming the skates) and making sure that the wheels themselves have grips.
It'd probably be safer to do it with the platform shoes but it wouldn't look nearly as good. Locking the skates (then jamming it with plastic bags or something similar, just to be sure) would look best (and be a good balance between safety and authenticity) although granted, being able to skate in and pull that off and then skate out would probably get lots of people's jaws to drop.
I wouldn't be too surprised if you pulled that off, you'd get some interesting calls from NBGI.
