Well, the artist is Atsushi Nishigori...did art for Tengen Toppa Gurren Lagann, as well as (...iirc) Panty & Stocking, if you watched it. Probably some other stuff, but I don't know any.
I think the style itself is very nice when faceslide is not present and I was having a very strong "where have I seen this style before" feeling when they first started releasing anime images, as well...
I never watched TTGL but I did watch one music-video-esque thing from it, and I think from that is where my mind made the connection...*stuffs art-geekiness back into closet* I mean, wasn't TTGL pretty popular? You might've made the connection in a similar way...or you watched it...XD

Atsushi Nishigori is the character designer but he isn't drawing all these pictures.
There's more than one artist for the promo art, that's why one of the old pictures looks just like sora no woto, and one has foxy eyes Takane and this one looks actually good.

So, please forgive the crazy questions, but he didn't literally design the characters, because someone in NBGI did that, right?...so is he getting the credit for the animator emulating his style or what? ???
